A processor can take that 99% pure CBD material and force a chemical reaction that converts the CBD into other cannabinoids, like D8 THC.

CBD refluxes in an organic solvent such as toluene or heptane with p-toluenesulfonic acid or another acid that acts as a catalyst, resulting in D8-THC. The reaction generally runs for 60–90 minutes.
Some delta-8 on the market carry an acidic profile and may even contain residual acids/solvents if the conversion process is not done correctly and with integrity.
Is Delta-8 THC legal?
The 2018 Farm Bill removed hemp plants and all derivatives, including cannabinoids like delta-8 THC, from the Controlled Substances Act. The Farm Bill made extracts from hemp federally legal as long as they contain less than 0.3% delta-9 THC on a dry weight basis. The DEA recently backed its position on isomers like delta-8 THC.
